Yes indeed, mail is not relayed unless RELAYCLIENT is set.

The amavis patch (assuming you're using the saeme one as I) checks to see
where the incoming connection is from (local, external etc) and if local
forks straight to qmail-queue. It's only the incoming connections from the
external interface that get scanned. Whichever, the state of RELAYCLIENT is
preserved?
