I'd recommend a Hauppauge WinTV card - already mentioned by Will.

Bad name, good cards :-)

I've been running a WinTV NICAM for several years now. Will is correct
- they use Brooktree chipsets, which are supported by both 2.2 and 2.4
kernels. Sound is supported by the kernel too.

I use XawTV as the application - it's under steady development, but
has been full featured and stable (now on version 3.xx) since I
started using it several years back.

You can get the cards for around £40 upwards.
