Yep. telnet'ing will connect to a network tty, which isn't a secure tty (ie.,
isn't listed in /etc/securetty).

You can set it up to do so, but I'd advise against it - bad habit.
You can log in as 'ruthie', and then do a 'su -' which will ask you for
root's password: get it right, and bingo - you're root. You can then get to
/var/www and get rid of all that riscos rubbish :P
Also, be aware that if you were running on a network that was publically
accessible, telnet wouldn't be a good idea - installing 'sshd' is a better
idea, and works just like telnet, except you type 'ssh' instead of 'telnet' :)
