Err...  that's not entirely true.  What it requires, is that in order
to be able to run programs compiled for the LSB you have the right
libraries installed, and that you be able to install an RPM that
depends on the "lsb" package.

Nothing prevents you from installing other libraries/versions of
software/whatever, in addition to the LSB required ones.  

But that's hardly odious.  I mean, to install packages compiled for
SuSe 7.2 you need to have the same libraries installed as SuSe 7.2.
The LSB is simply trying to provide a non-distro specific target....
