http://tcl.apache.org/ might just do it.
If you're considering scripting in Tcl and want a webserver for the
job, consider AOLServer (unsurprisingly: http://www.aolserver.com/) -
it has a built in Tcl interpreter.
If it's something more complex, you'll probably want to stick with
Apache and it's plethora of modules.
