Yes, it is possible to do incremental updates of your kernel source.

Download the patch-2.x.xx files.

Note: you have to apply the changes in order, each patch file (at
least for major releases) are changes from the previous release to
this one.

For example, if you're upgrading from 2.4.16 to 2.4.18 you'll need to
have a full 2.4.16 tree, and then download and apply first the
patch-2.4.17 then patch-2.4.18 file.

If your existing kernel source tree is non-standard (i.e. distributors
version or patched with other features) you may have problems.

The .sign files are PGP/GPG signatures - read the notice at kernel.org
about cryptographically signed packages.
