The last time I saw this, it was because there was a DOS MBR on the bootable 
disk, which didn't point to a valid DOS/Windows system (missing command.com, 
msdos.sys or io.sys)

Did the system have windows/dos previously? If not, I don't know how this can 
be the problem...

The only other thing would be to chalk it up to the BIOS.
