On my debian woody box it shows version 3.0pl1 which I think is circa
1994 and obtained from here

Debian has got to patch level 72 on this. You could use this as a
starting point for making it. It is a little debian specific but the
basic functionality should not have changed just added Debian features
such as /etc/cron.d support.
