Well from the man page

scp user [at] host1:file1 user [at] host2:file2

so assuming the users are the same on both

scp host1:/x/y/file1 host2:/q/p/file1

should work?

It may ask you to confirm the fingerprint of host2 if its not in its list.


With regard to ftp, It may be worth checking the file /etc/ftpaccess and 
also I seem to recall /etc/shells having a baring on this.
