If you really want to see whats happening, I suggest killing all sshd on 
  the target host and then starting it in debug mode, e.g

sshd -d

This stops it from forking and outputs pretty good debugging info to the 
terminal.


Then on the client host run

ssh target_host

and see what sshd tells you.
