Well, it seems that there is a graphics format which goes by the
name of CGM which allows you to do some of this. As far as I'm
aware, you can't edit the actual graph, but you can edit the text
in it. Well, the good news is that it is really straightforward to
come up with reasonably good jobs by using xfig, which exports
directly to cgm. I tend to use xfig, but if you are used to
dealing with eps/ps files, you can convert them into fig format
(using pstoedit), and then using xfig's converter back-end
(fig2dev), you can convert them to CGM.
Of course, there's room for improvement, we all know that, but I am
really pleased. Also, on a side note, the libwmf deveopment team are
working into a framework to convert from *->WMF. The problem is that
it is not yet finished. On a local note, the main developer is based
at Sheffield University :-)
