I don't know how well they work on that hardware (I guess you will
definitely need more RAM to run mozilla, but depending on the browser
requirements, you might get away with dillo :-D), but demolinux and
knoppix might do what you want. In fact, Knoppix is pretty impressive
in its own. You might need to tweak it a bit to get rid of the desktop
environment. I know that Sheffield Uni uses old (486) computers that
load X and a version of nutscrape for searching the library catalogue,
but I don't know whether they have a hard disk or they boot off the
network.
Someone might be able to give you more detailed info.
