Depends. Some of the packages have more restrictive licences attached,
but so does SuSE's stuff (YaST for example).

I only use RedHat up to 7.3, so I can't speak for 8, although from the
blurb it is just a trademark issue with the RedHat branding. I agree
with Alex on this one.
