Hmmm.....   I seem to remember some discussion in many places over the 
years that there was some concern that perhaps the GPL might not be 
adhered to in the appropriate way.   I think some people or more than 
some people were worried that something might be misinterpreted by 
legal people who do not understand the issues to do with free or open 
source software.
