If a program running under linux does not release all the memory, the OS
will in fact clear it up. It will just be a much longer, messier task
than it should be, and will affect performance.

What I assume was meant is that Linux will use you physical RAM for
buffers and such like in order to maximise the use of available RAM. You
may, for instance, only be running one thing which hits the hard disk
quite hard. If the rest of your RAM buffered this it would be a much
more pleasant experience.
