You need to find out if your .forward is running commands (or even being 
processed at all). That could be MTA dependent ... no good trying to work 
out if procmail's wrong if procmail isn't even being invoked :)

You might be able to get the MTA to deliver email through procmail 
(sendmail can do this as it does local deliveries through binmail by 
default, so you can override this in sendmail.cf).
