I suspect those docs are misleading, or unclear. The DHCP server merely
hands out IP addresses and host configuration information (routers,
netmask, dns server locations, etc). The daemon doesn't actually provide
any name resolution services; you need to run BIND or one of djb's tools
for that capability (or have some sort of centrally-maintained hosts
file).
