Yes, this is called an Anonymous Remailer.
Mixmaster (http://sourceforge.net/projects/mixmaster/) is an example of
one. The licence is an open source licence, but not GPL. You can use the
program in any way you like, but any source code changes have to be
submitted back to mixmaster. Not a bad licence in all.
I've never used the program, so I can't comment on that. It's a start
anyway.
