Well, I don't know of any software specifically designed to do it, and I
think it would have to be database-ised in order to store the id->address
mappings.
However, what you describe does sound uncannily close to an anonymised
bug tracking system - have you looked at any of those? I would think it
wouldn't take much altering to make it do what you want (either a full
blown bug tracker, or perhaps just a ticket tracker).
