I've just found the following:

I abandoned attempting to use Linux for dial-in with callback support
because I couldn't find anything that supported it. I've never tried it, but
it looks like someone might have. Alternatively, you might be able to pick
up a second user TCP/IP terminal server cheap that includes PPP support and
go for a complete hardware solution Try looking around for a Chase IOLAN.

...and I suspect that part of the deal for provision of the broadband
service is that the ISP implements a fairly strict firewall regime which
won't be solved or circumvented by stuffing a local IPCop solution in.
