Mere mortals cannot increase the size of their ulimit above the system 
admin assigned hard limit. They may change the soft limit anywhere between 
zero and the sys admin assigned hard limit. However if a mortal decreases 
their hard limit, they cannot increase it again. 

Somewhere in your startup files (check /etc/profile and similar global shell 
startups, or .xsession/.xinitrc or anything else that will effect your 
environment) you have something setting the hard limit to 100k, so you'll
need to do some digging. What distribution and shell do you use?
