The server is installed  ..  Its just not starting up. It'll be started up on
demand by inetd (or xinetd). See if its commented out in /etc/inetd.conf or if
your using xinetd however that starts things up.

Also check /etc/hosts.allow to make sure tcpwrappers aren't blocking things.
