If it's set up to run through xinetd, it won't be running until the
inetd daemon gets a connection to the tftp service.

try

netstat -l

That will show you all listening sockets. You should see an entry for
tftp there. If not, you might need to restart the xinetd service, and
check that there is no "disable = yes" line in that tftp config file.
