I suffer from the same problem. Konqueror - Yast will not install a PRIOR 
downloaded rpm.

I have found though that if I go to the Suse website using Konqueror as the 
browser and left click on the relevant rpm so as to download it into 
Konqueors temp directory, that the rpm installs using Knoqueror - Yast  
without a problem.
