Talking to myself again....
There is one for Gnu/Linux called xvidcam on sourceforge.

Seems to do what I want. Now just need to set it up. If anyone knows of
any others please let me know. Apparently the flash based ones give smaller
file sizes? Not sure if this is true or how it works but I do know it costs
more than I have at the moment.
