No.
You might want to try asking a datacentre bod to pop a Fedora install CD
in, start the VNC install image and pop in the network settings. You
should be able to VNC into the box then and supervise a custom graphical
installation.

That's possible, I guess, but I don't know of any prewritten stuff to do
it for you.
dpkg and rpm support retargeting installation of packages, so I guess
you could mount a partition and just install the packages to that.

Remote install Windows? Very doubtful. I hear it can net-install these
days without usage of ghost, but I doubt you could remotely supervise
it.
