Well, if you want something quick and dirty:

cat FILE | awk '{print "chmod 707 "$1}' > NEWFILE

Then you will have all the commands you are wanting in a file.

Does filezilla allow you to run macros? ncftp would be nice and easy to get working with the above, there are sample macros at:
