You could try logging in as the user "root" and then try connecting
again. Not sure how redhat 9 does this, but if various device files
aren't setup correctly, then your normal user may not be able to run the
pppd program which actually creates the connection to the internet. If
you can get a connection as root, then come back and someone will tell
you how to make pppd executable by your normal user.
The lights on the modem are a good sign - it means that the computer is
successfully talking to the modem. Pat yourself on the back - you're
halfway there (well, more or less).
