Do you think you ever get 133 off a PATA drive?

The maximum transfer rate is from the ondisk cache to the main memory
via dma transfer. If your Linux system is so short of RAM that it
doesn't have something in vfs cache that happens to be in the measly 2Mb
on-disk cache, I would recommend an upgrade. (e.g., in laymans terms,
the maximum transfer rate is mostly bunk).

Who is making that claim?

As you said, the drives are identical. The only way that moving to SATA
would get you any kind of speed increase would be if the interface was
limiting the drive. That's just not the case.
