I would say that depends totally on the quality of the work done and the
quality of the hosting. I would lay a fair bet that if the price he's
paying is > £100 he would be able to find someone to undercut it. But,
if the design is decent (1 day designer time, maybe £500), hosting
decent (£50pa?) and done to decent web standards (1/2/3 days programmer
time, depending on number & scope of changes, and any CGIs etc, @
£500day) then you could be talking £2000. 

So, any figure between those two is believable. More, if someone was
actually doing some copywriting for the firm. It depends very much on
what is being delivered, and why the cost is what the cost is.
