If you want to set up the Gnome environment, read the Gnome
administrators guide and specifically the "gconf" and "menu" sections at
http://www.gnome.org/learn/

gconftool-2 is the command that you use for setting up default settings
for your users. Very command-line, but it does the business.

It is possible to use the Gnome display manager and get a KDE desktop,
by the way.
