Spyderworks have something similar in their server product for schools that
I believe will limit the number of pages per pupil per day or pages per
hour.  I think it also marks duplicate print jobs and allows previewing of
PS print jobs.  Not sure whether this is FLOSS or whether they coded it in
house but they may be able to help and are just round the corner from you.
