There's RoseGarden (sequencer) but I've never managed to get it running :-(
It always seems to hang whilst initialising the sequencer.
The de-facto Linux music typesetter appears to be Lilypond (lilypond.org)
It uses a text-based input format but produces great-looking scores.
Whether there's a GUI available to "design" the parts or whether something like Rosegarden can output in a format that Lilypond will import, I dunno. I'd be interested if you ever found out though.

Apparently, Rosegarden *can* write Lilypond files...
