Yes. There was even a journalistic mention of Bill Gates scrabbling
to get involved so that he could put winduhs on this hardware
instead. That was the BBC interpretation.

Yes. You always get that with African projects. But, it's true that
food and books and chairs and tables can be more useful. Then again,
the world has changed and the internet can deliver a lot of education
when used properly. Plenty of satellites and Wi-Fi out there at low
cost.
