Demon offer £25 per month incl VAT for 288 kbit/s up, 1152 down with static 
IP; there are faster and cheaper ISP's around, but the Demon service has been 
totally reliable since I signed up 2-3 years ago. Same price for business or 
residential; no ports blocked, so no problem running web / mail servers, VPN 
SSH etc.

The Demon static IP is recognised as such by mail servers - its' not on the 
sorbs or njabl.org lists, though I guess anything sold as a static address 
shouldn't be listed.
