A static IP alone isn't always good enough; many "dynamic IP" blacklists
are actually "dynamic/residential IP" blacklists. Being a home broadband
user with a static IP is sufficient to get on them in many cases - if
you think about it, the way you're assigned an IP address doesn't really
make much difference in terms of spam.
