FWIW, I've had success extracting mail from both Outlook and OE by 
setting up an IMAP server, and using Outlook to drag and drop the mail 
from the local folders to one on the IMAP account.  The reverse can be 
done to import the mail into whichever IMAP-compatible mail client you 
like, or the mbox/maildir files can be accessed directly from the server.
