This isn't a distro problem; this is just modern software - it's
actually behaving correctly by auto-configuring a link local address.
If you configure static interfaces, it won't touch them - so you can
either do that, or remove NetworkManager (which isn't GNOME software per
se).

GNOME isn't tied to GDM, and logging in via GDM doesn't necessarily get
you GNOME.
When you get to the login screen, you should find you can select which
Session you want to run - go in there, and select KDE. It'll remember
your preference and do it the same next time.
