*working* Computers don't cost much.
*advertised* computers stay pretty much at a fixed price, as 
manufacturers add junk to "add value" to something joe user won't have a 
clue whether it is a good deal or not.

My computer cost 800 pound 5 years ago and now would probably cost very 
little at all. despite this i am happily running the latest version of 
ubuntu. (development version actually)

You might want to look at the Asus eeePC if you haven't seen it yet. it 
is a very low price laptop based on a GNU/Linux Distro (Xandros)

All computers will have ethernet these days. even if it doesn't there 
are harder things than adding a ethernet card.
Probably a 56k modem as well, though i don't mind much if this goes into 
the land of floppy drives.
