I think this is actually quite an old story.  I remember reading
something very similar at least a year ago.

Although I'm generally in favour of technology I'm not a fan of the ID
cards and enforced fingerprinting.  The national identity register and
its satellite systems concentrates too much power into too few hands,
and is wide open to abuse by future less libertarian administrations.
A high degree of centralisation of sensitive personal information also
facilitates the kinds of catastrophic data loss that we've seen
happening in recent times.
