Answering myself.

For those of you who might want to try this.  After buying the Huawei 
USB modem from 3 you go and find a winduhs machine somewhere.  Plug the 
device in.  It downloads some connection software from 3.  Don't ask 
me about viruses :)  This then enables the 3 ADSL account.  After this 
you wander over to your laptop and plug in the device.  Everything 
should now work.

I'm getting about 50 kB/s on this 3 device with Linux.
