My main desktop runs passively with no fans except for a large PSU fan modded down to 5volts. The CPU is an Athlon XP underclocked and undervolted. My guess is the whole machine consumes around 30watts full load, meaning I can leave it running 24/7. The sacrifice for all this silence and efficiency is performance, but Xubuntu runs surprisingly swiftly.
