Yes.  I've had to deal with more than a few Accountants and Legal 
companies in Sheffield who can't see past the end of their own desk. 
They didn't have a firewall anywhere on their networks.  Then there's 
the police, civil service, NHS... funny how they have so many IT 
problems... 

That was one of the reasons why I left the UK back in 1984 and went to 
the States.
