OK, then it's the provider's TOS now that rules the Internet-land.
Which is even worse because there is no TOS-making bodies like
Parliament where we can elect our representatives.

Agreed, what I mean by 'Internet' is the 'Practical Internet bound by
TOS of providers' not the 'Technology of TCP/IP'. And because the most
used providers rely on US companies' TOS, which in turn must abide by
US laws, then any suspicions will result in TOS violations anyway.
