Define hard facts :-)

When you explain how to clone a new instance of the UK in an
appropriate context running at a faster pace, I'll give you empirical
evidence ;-)

My guesstimates are based on stopping all procurement and then using
an agile iterative approach allowing empirical verification after each
cycle together with a small cycle time.
