Hmm, not really sure if this will help but you might want to look at
Untangle, which has a load balancer (and failover) plugin:
http://www.untangle.com/wan-balancer
Unfortunately the wan balancer bit is a paid-for app but they do the
free stuff very, very well so if you think it might suit would
strongly recommend it.
