This is, I would presume, because you've got "queue all initially" set up in
your sendmail.cf.  The way to fix it is to configure SMTP to be an expensive
mail protocol, set send to expensive mailers initially to off, set forward
immediately back on, and run sendmail -q whenever the link's up to send your
mail to remote hosts.
