Yes.

Configure pine so that user-domain is foo.ecosse.net and Pine will be quite
happy - as will the remote mail service.

Not a lot.  Tell fetchmail to grab the mail from the appropriate accounts
nad then mail the resulting messages to the right account at the right
machine.  The sendmail program will handle the rest, so long as the other
aspects of the system are right (nameserving, sendmail config, etc).  That's
ther harder part - fetchmail's the dead simple bit.
