I believe RSA is patented only in the USA; if you're there, you have to use 
RSAREF. Outside the US, you can use any RSA code you like :-)  IIRC, that 
patent expires later this year anyway.  Whether or not they can get an 
extension is probably largely up to how much they spend on patent 
attorneys... or judges.
