I have heard of the oppossite (axip), which encapsulates
AX25 stuff into TCP/IP, so you can forward packets over the internet
to another gateway (let's say). The fact of using ipax25 (of which I
never hard about and which doesn't appear on any websearch) suggests
that you got it wrong. Moreover, why use special software when the
Linux kernel is perfect for routing? What you want to use is a plain
AX.25 interface, without TCP/IP encapsulated in it. It's the
old-fashioned way (and you get relays for this and god knows what
else).
Besides, licensing restrictions do not allow for Internet
packets to be sent over AX.25. You're on amateur frqs for which you
need a licence. If you can prove that TCP/IP packets _do_ originate
from licence holders, well... X-)

AXIP, but not to IPAX, AFAICT. Are you sure you're not confusing
terms?
However, you might find it interesting to join the linux-hams
mailing list, or to browse throught the Linux ham newsgroups. You'll
definitely find people more experienced in these matters there!
